Financial close on £250 million road scheme

Following many months of negotiations, we have now reached Financial Close on the DBFO Package 2 project for the Roads Service.

The 30–year £250 million scheme was awarded to the Amey Lagan Ferrovial Agroman (ALF) consortium and will be delivered as a Public Private Partnership (PPP) project under a design, build, finance and operate agreement.

Lagan Construction will be delivering the construction contract in joint venture with Ferrovial Agroman Ireland. A series of precommencement works was completed before Christmas, with the main works now getting underway in the new year. Amey will be responsible for Operations and Maintenance (O&M) on the project

DBFO Package 2 forms part of Northern Ireland’s £18 billion investment strategy, “Building a Better Future“, which aims to create a better place to “live, work, learn and grow“. Under the scheme, the region’s schools, roads, water, waste, health and office infrastructure will all be improved over the next
decade.

The DBFO 2 package of works includes:

An upgrade of the existing A1 including the provision of a new
outer by-pass of the existing dual carriageway at Newry, between
Beech Hill and Cloghogue.

Construction of a new dual carriageway for the A4 from Dungannon to Ballygawley

The operation and maintainance of the entire 125km length of road for the 30-year contract period, including all lifecycle and major maintenance of pavement and structures.

Supporting work placement through the Institue of Directors.

A Belfast schoolgirl has scooped top prize in the Institute of Directors (IoD) Shadowing Scheme after spending a week with Lagan Construction.

Laura Kennedy, a sixth form pupil at Bloomfield Collegiate, beat off competition from more than 50 students to win the award for the best 1,500-word report of her week-long work experience.

The IoD Shadowing Scheme, sponsored by Ulster Bank, gives
young people unprecedented access to directors and senior executives in Northern Irish organisations through unique “shadowing“ placements.

Now in its fourth year, the initiative provides the students with experience of working at the top and the chance to see at first hand the challenges of leading a successful business.

During her placement, Laura shadowed Michael Lagan, who is a
member of the Institute of Directors. She also spent time with various departments at Rosemount House and visited a number of construction sites to experience the whole range of activity involved in the pricing, planning and delivery of infrastructure
projects.

Throughout the week Laura showed a keen interest and enthusiasm for everything she observed – which obviously came across in her winning report.

A4 Henry Street Enniskillen

Work on a £842,000 road widening scheme for DRD Roads Services at Enniskillen in County Fermanagh will commence in March 2008.

The works involve the widening of the existing carriageway to three lanes and the construction of a parking bay on the western side and a new shared footway/cycleway on the eastern
side. A reinforced concrete retaining wall will also be built and the existing area landscaped.

A reinforced concrete footbridge will be constructed at the junction of Henry Street and the Castle Bridge and further work will be carried out to improve pedestrian and cyclist access.

A new storm drainage system will be provided, discharging into the River Erne. This will incorporate a by-pass separator to ensure the environment is protected.

The contract is due for completion in August/September 2008.


Wind farm number 5!

Lagan Construction has won the contract for a £2.2 million wind farm development near Ballymoney in County Antrim – the fifth such scheme we have been awarded in the last 18 months.

The Garves Mountain Farm project has been commissioned by leading renewable energy giant Your Energy Limited (YEL) and involves the design and construction of a 15MW wind farm to be commissioned in 2008. It is the first of six similar schemes being developed across the UK to create 100MW of wind power.

At Garves we will build five 3MW 125m tall wind turbines, along with access roads, crane hard standings, turbine foundations, a 33kv substation, cabling and switchgear as well as associated
infrastructure.

A key aspect of the works will be to ensure farming work is allowed tocontinue as normal and the contractor will be liaising with local landowners to ensure this happens.

We were awarded the Garves project following the successful delivery of four earlier wind farm developments for energy group Aitricity – at Tappaghan in County Fermanagh, at Bindoo in County Cavan, at Coomacheo in County Cork and on the Bessy Bell II scheme at Baronscourt in County Tyrone, where commissioning takes place in April 2008.

Work on the 9 month Garves programme is due to begin later this month with completion expected in late autumn 2008.
